China's third-generation semiconductor industrial base in South China (hereinafter referred to as “South base”) was officially settled in Dongguan, Guangdong Province. On September 30, the project initiating meeting of South base was held in Dongguan. The group of leaders including Cao Jianlin, the former vice minister of the Ministry of Science and Technology and director of the China's third-generation semiconductor industry policy-making committee, Yuan Baocheng, vice governor of Guangdong Province, Huang Ningsheng, director of Guangdong Provincial Department of Science and Technology, Liang Weidong, deputy secretary of the Dongguan Municipal Party Committee and mayor of Dongguan City, and Wu Ling, Chairman of China's third-generation semiconductor industry innovation strategic alliance, attended the initiating meeting and the signing ceremony.
A new beginning for the semiconductor industry in Guangdong
Cao Jianlin pointed out that the third generation of the semiconductor industry is an industry of scientific and technological research and development with great potential. First, the third generation of semiconductor has a huge market in China, including the power grid, high-speed rail, equipment manufacturing, home appliances and so on. Second, China has a large number of professionals and experts in mathematics, physics and materials science. Third, in recent years many high-tech enterprises are attracting a number of talents. The initiation of the South base is the first step for the development of China's third-generation semiconductor industry.
According to Yuan Baocheng, since Guangdong is to build a world-class innovation center, science and technology and industry should be perfectly taken into account. The business model of South base is the combination of science and technology and industry. It is expected that the government, scientists and entrepreneurs work together to make South base one of the most innovative industrial bases of Guangdong, and to promote the development of Guangdong to become one of the biggest markets for the third generation of semiconductor in china.
To develop new growth points for Dongguan
Liang Weidong said that the South base settled in Dongguan is the second national third-generation semiconductor industrial base after the Shunyi base in Beijing. It shows the full support to the industrial development in Dongguan from our country, which will bring together domestic and international excellent resources, promoting the transformation and upgrading of Dongguan’s electronic information industry, and promoting the formation of new industry growth and innovation growth.
Construction timetable
- According to the plan, South base will start its construction within this year.
- The research Institute will start talent introduction and team building during 2016-2017, and the research and development functions can be basically realized in 2018.
- The industrial park is expected to start construction in 2016, be completed in 2019 and put into operation in 2020.
What is the basis for the development of the third-generation semiconductor industry in Dongguan?
The third generation semiconductor industry is a strategic emerging industry supported by the country. It is becoming one of the frontiers and directions of global high-tech competition. After years of development, Dongguan has a complete and large-scale electronic information industry cluster. The designed-size enterprises of electronic information have achieved value added of RMB 89.65 billion in 2015, and rose at 20.6% in the first half of 2016. As the core of the electronic information industry, the semiconductor industry is forming a large scale in Dongguan. Some domestically famous semiconductor companies like Sino Nitride and TYSiC are emerging here, laying a solid foundation for the development of the third-generation semiconductor industry.
